CONTENTS

DOCUMENTS TO BE PRODUCED DURING SEAT SELECTION

The original documents to be produced during seat selection have been detailed separately in respect of Special category seats (category wise) and Government seats (clause wise). They are as follows:

(A) Special Categories : Candidates claiming the benefit under special categories should produce the relevant original Special category certificates mentioned against the respective categories along with two sets of photocopies on the dates given below, to the CET Cell in person. They should also produce three photocopies of their 'CET 2005' admission ticket. The candidates should not send their special category documents / certificates. Please check the brochure obtained during admission for exact details. through post or any other private arrangement.

(B) Government seats : Candidates who seek admission to Government seats should produce the original documents with TWO sets of attested photocopies along with 2 passport size photographs and the DD for prescribed fees, for verification at the CET Cell at the time of registration for seat selection. After verification, all the original certificates will be returned to the candidates, for submitting the same to the college along with the admission order issued by CET Cell, while joining the college.

For the benefit of candidates, the documents to be produced for claiming a Government seat are detailed clause wise. Some of the prominent documents are detailed below :

SSLC Marks Card : SSLC or 10th standard or equivalent examination marks card.

2nd PUC Marks Card : 2nd PUC or 12th standard or qualifying examination marks card.

Study Certificate : Study Certificate to show that the candidate has studied in Karnataka for a minimum period of SEVEN years from 1st standard to 12th standard or qualifying examination issued by the Head of the institution and countersigned by the BEO or DDPI in the proforma.

The CBSE and CISCE candidates should produce the study certificate obtained from the Principal of their respective schools. Further, countersignature of BEO or DDPI is not required for them.

Rural Study Certificate : Rural Study Certificate in respect of candidates claiming the benefit of rural reservation should produce a verification certificate from the concerned Tahsildar along with a rural study certificate for having studied 10 full academic years from 1st standard to 10th standard in the state of Karnataka issued by the Head of the educational institution and such certificate should be got countersigned by the BEO or DDPI

Note : The candidates whose parents come under creamy layer are not eligible to claim the benefit of rural reservation.

Kannada Medium : Kannada Medium Study Certificate in respect of candidates Study Certificate claiming the benefit of Kannada Medium reservation should produce the certificate for having studied 10 full academic years in Kannada medium from 1st standard to 10th standard in any educational institutions located in Karnataka run or recoginised by the Government of Karnataka, issued by the Head of the educational institution and such certificate should be got countersigned by the BEO or DDPI.

Caste / Caste Income Certificate : The candidates seeking reservation benefit should produce a Caste Certificate in form ‘D’ in case of Scheduled Castes and Scheduled Tribes and in form ‘E’ in case of Category-I and a Caste Income Certificate in form ‘F’ for other backward classes like 2A, 2B, 3A and 3B, issued by the concerned Jurisdictional Tahasildar, in accordance with the Government order No. Sa Ka E 225 BCA 2002 dated 30th March 2002, as amended from time to time. A separate Income Certificate should be produced by the candidates belonging to SC, ST and Category-I of backward classes and the format of Income certificate is given at Page - 34. (This is for the purpose of processing eligibility of candidates to claim Government of India scholarship).

NOTE : Candidates claiming reservation benefit should also submit a duly sworn affidavit as per the prescribed format given at APPENDIX - V, along with the Caste / Caste-Income Certificate.

IMPORTANT : Please note that the school study certificates of the candidates should be got countersigned invariably by the BEO / DDPI along with full Address, Seal & Telephone Number of the concerned office. However, countersignature for the college study certificate is not required. THE ELIGIBILITY CLAUSES FOR GOVERNMENT SEATS ARE DETAILED IN ITEM – 7 OF CHAPTER – I OF THIS BROCHURE. THE CANDIDATES HAVE TO PRODUCE ALL RELEVANT DOCUMENTS IN SUPPORT OF THE CLAUSE CLAIMED BY THEM.

ADMISSION FEE

The admission fee for the Medical, Dental, Indian System of Medicine & Homoeopathy, Engineering, Technology and Architecture courses, as notified by the Government will be published on the notice boards of the CET Cell and also on the CET website http://kar.nic.in/cet before the commencement of seat selection process.

The fee amount notified by the Government should be paid by all the candidates (excluding SC & ST candidates) when they come for seat selection, in the form of a Demand Draft drawn in favour of “The Special Officer, CET Cell, Bangalore”, payable at Bangalore. The candidates should come prepared with the demand drafts before registering themselves for selecting a seat. Failing which they will not be allowed to register and select any seat. The candidates are advised not to bring the fee in the form of CASH, as the demand drafts will not be issued by the Bank counter functioning in the CET Cell premesis.

GOVERNMENT SEATS AND MANAGEMENT SEATS

The CET Cell will come to know about the exact number of seats, their classification and categories before the commencement of seat selection. Hence, an accurate number of seats to be offered for allotment as Government seats, collegewise, categorywise and coursewise, cannot be made known at this stage. For the benefit of candidates, full postal address and telephone numbers of the professional colleges as furnished by the respective colleges and the total intake of seats (including Government & Management seats) permitted for the year 2004-05 are given in APPENDIX – VI of the brochure.

PROCEDURE OF SEAT SELECTION BY THE CANDIDATES

Selection of a seat by a candidate and admission thereafter at the CET Cell shall comprise of the following stages :
  1. Registration of the candidate
  2. Verification of the original documents
  3. Exercising the option by candidates (Selection of seats in accordance with merit order)
  4. Remittance of Fees in the form of a Demand Draft and
  5. Issue of Admission Order.
The said activities have been divided into an Admission round seat selection followed by a Casual Vacancy seat selection. Many candidates would have secured ranks in Medical / Engineering / Architecture disciplines. Having selected a seat in Medical / Dental / Indian System of Medicine & Homoeopathy courses, a candidate may change his mind and opt for an Engineering / Technology / Architecture seat. This leads to a Medical / Dental / Indian System of Medicine & Homoeopathy seat falling vacant and vice-versa is also true. In order to take care of such changes, flexibility has been built into the system by dividing the entire process into an Admission round followed by a Casual Vacancy round. In both the rounds, the candidates will be allowed to exercise the option and to select a seat of their choice strictly in the order of merit.

A day is divided into four sessions and the first session begins at 8.00 am. The candidates are required to register themselves in the first counter where their CET number is entered into the computer system. From there, the candidates are sent to the Verification Counter where the entries of original documents are checked against the particulars that would have been furnished by them in their application forms. After verification, the CET Cell will retain only the attested photocopies and the original documents will be returned to the candidates for depositing the same to the concerned colleges.

The entire seat selection activity in the CET Cell are controlled by a computer system right from the stage of registration till the stage of printing of admission orders. The highly sophisticated software used in the system has the ability on one side to control the initial registration, provide data for verification of the original documents and on the other side to take care of the selection of seats by the candidates in the order of merit, payment of fees and finally printing of admission orders. As already said, once the candidate comes to the seat selection hall, the computer will not allow a candidate to jump the order of merit.

Even if one had registered himself before another candidate with better merit, he will have to wait for his turn at the admission terminals. Unless a candidate who has better rank and whose CET number is registered gets the opportunity to select a seat, a candidate who has a rank next to him cannot think of by-passing him. The computer will not allow such a thing. He has the assistance of a huge on-line projector screen, which will show category-wise, course-wise and college-wise availability of seats at that moment. The moment he exercises his option, the projector screen will show one seat less against the course/college from which the candidate has selected the seat. At this point, the candidate should produce the demand draft for the prescribed fee amount, failing which he will not be allowed to exercise his option.

After the seat selection, the candidate will have to go to the Bank counter and deposit the demand draft for the prescribed fee. The Bank Officer can enter the amount only if the candidate has selected a seat, otherwise the terminal will not allow him to do so. Once the amount is properly entered against the name of the candidate, a printer automatically prints the admission order at the other end.

EXERCISING OF OPTION BY THE CANDIDATES AND ADMISSION

In accordance with Admission rules, the seat selection comprises of an Admission Round followed by a Casual Vacancy Round for casual vacancies, if any. This year, the candidates who have obtained a seat in the previous years in any discipline through the CET Cell, will not be eligible for selection of a seat in the same discipline. For example, the candidates who have selected a Medical seat in the previous years, will not be eligible for selecting a Medical seat again this year. However, they will be eligible for selecting a Dental / Indian System of Medicine & Homoeopathy / Engineering / Technology / Architecture seat. Similarly, Dental to Dental, Engineering to Engineering, Architecture to Architecture etc., is also not permitted..

ADMISSION ROUND SEAT SELECTION

The admission round will be held in FOUR stages and all eligible candidates will be allowed to participate in the same. The candidates who have selected or not selected a seat and those who have reported or not reported to the colleges, are also eligible to participate in the admission round of seat selection process. The four stages of Admission Round Seat Selection are as follows :

STAGE – 1 : For Special category seats i.e., Persons with Physical disability, NCC and Sports.
STAGE – 2 : For Medical, Dental, Ayurveda, Homoeopathy, Unani and Naturopathy & Yoga courses.
STAGE – 3 : For Engineering and Technology courses.
STAGE – 4 : For Architecture course.

In all the four stages of the admission round stated above, the eligible candidates will be allowed to select the seats in the order of merit, as per the schedule given in APPENDIX – VII. The candidates who select a seat in this round, should invariably pay the prescribed fee in the form of Demand Draft and should obtain the admission order for the seat selected. The candidates who do not bring the prescribed fee on the day of seat selection will not be allowed to select any seat.

IMPORTANT : The candidates who select a seat in the Admission Round, should report to the respective colleges along with the original admission order issued by the CET Cell, within the last date prescribed in their admission orders.

CASUAL VACANCY ROUND SEAT SELECTION

After the completion of admission round seat selection, the unfilled / surrendered / forfeited / cancelled / newly added seats, if any, will be offered as “Casual Vacancies”. All candidates who have selected a seat and obtained admission orders in respect of the seat selected in the admission round will be eligible to participate in the Casual Vacancy round along with all those candidates who have not selected any seat in any of the stages in the admission round. All the Casual vacancies will be offered in accordance with the schedule given in APPENDIX – VII.

A candidate who selects a Medical / Dental / ISM & Homoeopathy seat in the Casual Vacancy round will not be eligible for participating in the subsequent stages of Casual Vacancy round for other disciplines. Likewise, a candidate who selects an Engineering / Technology seat in the Casual Vacancy round will not be eligible for participating in the Architecture Casual Vacancy round. The candidates who select casual vacancy seats should invariably report to the respective colleges along with all original documents and the admission order issued by CET Cell, within the last date prescribed in the admission order, for that discipline.

PROCEDURE OF CONVERSION OF SEATS IN THE CASUAL VACANCY ROUND

After completion of the admission round, the seats that remain unfilled under all the Rural and Kannada medium quota of the reserved categories will be converted to General of the respective reserved categories and offered only to the reserved category candidates. (SCR & SCK to SCG, STR & STK to STG, 1R & 1K to 1G, 2AR & 2AK to 2AG, 2BR & 2BK to 2BG, 3AR & 3AK to 3AG, 3BR & 3BK to 3BG.) Thereafter, the seats that remain unfilled under various reserved General categories such as SCG, STG, 1G, 2AG, 2BG, 3AG, 3BG, GMR and GMK, along with unfilled special category seats will be converted to the General Merit category and offered to GM category candidates alongwith all other category candidates. This procedure of conversion of seats, will be adopted before the commencement of Casual vacancy round seat selection with regard to all the disciplines. However, the consequential reserved category vacancies that arise during the Casual Vacancy Round will remain under the same categories and will be offered thereafter to the candidates belonging to the respective categories.

REFUND AND FORFEITURE OF FEE

  1. In the case of a candidate who cancels / surrenders the seat selected in the Admission round, before the turn of such candidate in the Casual Vacancy round, the Special Officer, CET Cell shall forfeit 20% of the fee paid and refund the remaining 80% to the candidate.
  2. In the case of a candidate who cancels / surrenders the seat after such candidate’s turn in the Casual Vacancy round, the Special Officer, CET Cell shall forfeit 100% of the fee paid.
  3. The fee paid in the Casual Vacancy round, will not be liable to be refunded, in case of cancellation / surrender of the same by the candidate. A candidate who selects a casual vacancy seat and does not join the college concerned shall not be entitled for refund of deposited fees, which shall be forfeited by the Special Officer, CET Cell.
  4. In the case of a candidate who does not surrender, cancel or fails to join the college / course allotted, even after the completion of the Casual Vacancy round, the Special Officer, CET Cell shall forfeit the entire amount paid as fees by the concerned candidate.
